"The funding for the Special Education Program (SEP) is an investment in programs and services for First Nation children with identified special needs. Program funds have been targeted to improve the quality of education and level of support services for eligible students with special needs. National Special Education Program Guidelines were developed jointly by the Assembly of First Nations Special Education Working Group and Indian and Northern Affairs Canada (INAC) as the operational terms and conditions to guide Regional Offices, First Nations and First Nation Regional Managing Organizations (FNRMO)"--Introduction, p. 5.
